KV-4 KTTS (Tier 8 version)

Hello warriors,

just a quick update. The KV-4 KTTS version that was buffed so heavily is in fact tier 8, not tier 7. It's a new version, tested to see whether the vehicle would be tier 8 viable. Apologies for the oversight.
